How to Join

There are three categories of membership to HTMA:

• Full Members
• Joint Venture (JV) Members
• Associate Members

For the avoidance of doubt, the member is the organisation and not the person who represents the member organisation.

Full Members

Membership as a Full Member is open to companies (or a division or unit of a company) that are active in the Market or form part of a consortium and/or joint venture business participant in the Market.
In addition, companies must either:

(a) Hold a current and significant portfolio of highways management and maintenance contracts that includes winter maintenance;
(b) Be a recognised strategic advisor that can demonstrate extensive or highly specialised experience in the industry.

JV Members

Membership as a Joint Venture Member is open to Joint Ventures that are active in the Market. All Joint Venture Members must hold a current and significant portfolio of highways management and maintenance contracts that includes winter maintenance.

Associate Members

Membership as an Associate Member is open to companies (or a division or unit of a company) that are active in the Market or form part of a consortium and/or joint venture business participant in the Market.
In addition, companies must fulfil the following criteria:

(a) Have as its primary purpose the provision of a service to the highways maintenance industry;
(b) Hold a current portfolio of contracts that include the supply, to all or some HTMA Members, of components, materials or products and services, which support the development of quality, safety, overall industry efficiency and good practice.

All Members must be willing to invest in shaping the future of the industry.

Each candidate for membership must complete the relevant application form, be proposed and seconded by two Full members of HTMA and be approved by and in the discretion of the Executive Board.

The Executive Board is entitled to cancel the registration of a Member at its discretion but would refund the registration fee paid, proportionate to the unexpired period in the year in which cancellation is affected.

Costs of Memberships

The annual subscription for Full Membership costs £9,350 (exclusive of VAT)

For JV Members, the annual subscription is dependent upon how many of the JV shareholding partners may already be Full Members.
If there is one partner who is already a Full Member, the JV is entitled to a 15% discount of the Full Membership cost.
If there are two or more shareholding partners are already Full Members, the JV is entitled to a 50% discount of the Full Membership cost.

The annual subscription for Associate Membership is determined by the annual UK turnover of the Associate Member company.

Annual turnover £25 and over : £4,250 (plus VAT)
Annual turnover £10 – £25 Million : £2,975.00 (plus VAT)
Annual turnover £1 – £10 Million : £1,912.50 (plus VAT)
Annual turnover below £1 Million : £1,062.50 (plus VAT)

The annual subscription is payable within 30 days of written confirmation of the acceptance of your application.

The Process

  • Check the criteria for the different membership categories to see which matches your organisation.
  • Fill in the relevant application form and send it to the Secretariat.
  • Secure support from two existing Committee members for your application and inform the Secretariat.
  • Await to hear if the application has been accepted and ratified by the Executive Board.
  • Pay the membership subscription fee.
